PARGEN’S Management Team

Dick Paulsen, CEO

Mr. Paulsen was Chief Operating Officer of Commonwealth Energy Corporation, one of the nations largest independent Energy Service Providers. He was also the President of UtiliHost, Inc., a wholly owned subsidiary of Commonwealth Energy. UtiliHost provided all service technology for development and data processing services to ‘ElectricAmerica’.

Mr. Paulsen has been CEO of a national medical imaging company, the COO of an international marketing firm and the co-founder and vice president of a computer software firm. Mr. Paulsen has a Bachelor of Science degree in Mathematics from Loyola University and has done postgraduate work in computer sciences.

Jack Russ, Vice President and Chief Engineer-Economist

Mr. Russ over 30 years of experience in the power and energy industy, in both public and private sectors. He has worked for the Sacramento Municipal Utility District (SMUD) and San Diego Gas and Electric Company (SDG&E), formulating strategies for the procurement of fuel and electric energy. Mr. Russ has provided economic rationale and financial modeling expertise to Independent Power Producers, Qualified Facilities and Energy Service Providers for the negotiation of Power Sales Agreements and Fuel Purchase Contracts. Mr. Russ has provided expert witness testimony before the California Energy Commission and the California Public Utilities Commission.

Professor Russ is a faculty member of the Department of Economics at San Diego State University. He is a Registered Professional Mechanical Engineer (M18855) with an Engineering degree from the U.S. Naval Academy and a Masters in Business Administration from the University of West Florida.

Jim Paulsen, Vice President of Business Development

Mr. Paulsen was the Regional Vice President of Wachovia’s retail investment division under Evergreen Investments. He managed the distribution of structured managed money products to third party asset managers. Prior to Evergreen, Mr. Paulsen was the Regional VP for MetLife Investors, a wholly owned subsidiary of MetLife, Inc., specializing in retirement structured investment portfolios. He was also a senior member of the internal sales staff and industry trainer.

Mr. Paulsen earned his Bachelor of Business Administration degree with a double emphasis in Corporate Finance and Marketing from Loyola Marymount University. He holds his Series 6, 7, 63 and Life licenses.

Roy Reeves, VP of Sales & Marketing

Mr. Reeves brings more than 20 years of sales and marketing experience in private and publicly-held firms to Pargen.  Most recently, he was a Co-Founder and Vice President of Sales, Marketing & Media of AdtekMedia, Inc., owner/operator of the nation’s largest digital out-of-home media network at gas pumps (“PumpTop TV”).  Prior to AdtekMedia, he was part of a small management team that turned around Commerce Energy Group and built it into the largest independent electricity retailer in the U.S.  He helped publicly list the company and initiated sales and marketing strategies that drove revenues to more than $200 million.

Mr. Reeves holds a Bachelor of Science degree from the Marshall Business School at the University of Southern California, with an emphasis in Marketing.
